Yeah, I'm fairly sure that Shang was meant to be opposing Simba and supporting Kula due to Simba's inactivity leading to literal death and destruction... I mean we can ask Stitch whether there was meant to be a direction with that, butI do know that it was very strongly implied that that was the direction it was headed in.
I guess I will just have to take that into consideration when I explain why he doesn't support Kula. After all, Stitch is not playing Shang anymore, and if it was implied...well, then I'll have to work in why he changed his implications. I'll speak with Stitch about it privately and see what the details are. But believe me, He doesn't support Kula. In fact, he sees her as an usurper, the ultimate in dishonor. No matter how much he dislikes Simba's current leadership, or lack thereof, he would never ally himself with what he would see as a blood traitor.
As for Casey, rails and track have been mentioned time and time again since 2011. I understand you haven't been paying much attention to the one character that uses them, so I can completely understand why you are not in the loop on it. In fact, there has even been an HV mission led by Rourke to blow up several railroad bridges. The original explanation was that they where the remains of Rodes failed Trans-Afircan Railroad. However that has been ret-coned to be the product of the same magic that is allowing such things as the darkness, the ability for animals to speak to humans, and similar strange occurrences. In fact, a sign of how much magic is running amok is that it seems the rail network is growing of it's own accord. With tracks appearing in places where they definitely should not. A physical symbol of how the worlds are all being drawn together.
Also, it's a homage to Walt Disney's love for trains in of itself. In fact, there have been a few small nods to his own private backyard line, the Carolwood Pacific Railroad.
And yes, this has been run by Stitch and the mods. You new co-mod Merlin actually came up with some of the lore surrounding it. Including a spell that allowed Casey to run without the use of track. Although we haven't had the need to use said spell recently.
Some of the threads featuring the railroad:

There are plenty more.
So, as you can see, it's been around for some time and been a key element in a large number of plots. Going as far back as the very first years of DWoW. I hope that answered a few of your questions to your satisfaction.
